Yes, there is such a tool. I first saw it in Miles Kimball and a few other Mail Order Catalogs. After Googling it, it seems that several vendors sell it, e.g.: Bed Bath & Beyond, Sephora, Amazon, etc. If you search "back lotion applicator" under Google Shopping, you'll find more than a few results.
